As a C-suite government affairs, startup, mergers, acquisitions and communications expert, advocacy strategist, and seasoned reputation manager, Carlos has contributed in a material way to the competitiveness and success of the institutions he’s worked for. He is a leader who is adept at identifying business opportunities and risks and designing and managing teams through the execution of complex tasks.  

He recently served as Senior Consultant and Advisor to the CEO at Summitt Nanotech in Canada and was also retained by the Portuguese energy major, Galp, where he designed their global Corporate Affairs function. Previously, Mr. Ibarguen was a senior executive at Shell for 20 plus years, where his last role was Head of Government Relations and Regulatory Affairs for Latin America & the Caribbean.

He has a proven track-record across multiple geographies, having successfully led teams and projects in Europe, North America, Latin America, and the Middle East. While he has focused primarily on Government Relations & Regulatory Affairs over the past decade, he also has senior experience in External Affairs & Communications, giving him an invaluable tool kit to deliver sustainable and robust reputation management plans & strategies. Mr. Ibarguen holds a master’s degree with merit in Public Administration and Public Policy from the London School of Economics and Political Science.
